IPCEI-AI: National Expressions of Interest launched across Europe

Europe must make a decisive leap in artificial intelligence to strengthen its economic competitiveness and digital sovereignty. Industrial AI applications – from autonomous manufacturing and AI-driven logistics to robotics and the Industrial Metaverse – require secure access to data, scalable computing capacity and trustworthy AI models. Today, many European actors still depend on non-European infrastructures and solutions.

To address this challenge, several EU Member States are jointly preparing the Important Project of Common European Interest on Artificial Intelligence (IPCEI-AI). The objective is to build a sovereign next-generation AI continuum covering the full AI lifecycle: data provision, AI training and deployment infrastructures, open and competitive base models, advanced inference and fine-tuning techniques, sector-specific AI solutions and energy-efficient AI operations.

The IPCEI-AI is closely aligned and integrated with the 8ra Initiative, which promotes a Multi-Provider Cloud-Edge Continuum as the foundation for Europe’s digital future. Together, these efforts aim to create an interoperable, federated and open ecosystem that enables industrial-scale AI deployment across sectors and borders.

Several Member States have already launched national Expressions of Interest (EoIs), while others are preparing their calls. These EoIs are a key step towards identifying promising project ideas that will later be consolidated into a single, integrated European IPCEI-AI proposal for approval by the European Commission.
